Lutz Morgenstern

Since April 2023 Dr. Lutz Morgenstern is Head of Division for General Issues of International Cooperation and Implementation Initiatives in the Directorate-General for Climate Action of the Federal Ministry for Economic Affairs and Climate Action (BMWK). Prior to that (2013-2016), he worked in the Division for International Climate Action of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), contributing to the negotiations for the Paris Agreement. Between 2016-2020 he was Counsellor for Environmental Affairs in the German Embassy in Brasilia (Brazil). Afterwards, in 2020-2023, he was part of the Division for Legal Matters of Climate Action and Energy, the Federal Climate Change Act and Emissions Trading System (later part of BMWK) where he was inter alia responsible for the Federal Climate Change Act. He studied Law in Hamburg and Sydney and wrote his doctoral thesis in the field of international environmental law. Prior to his work for the Federal Government, he was a lawyer in an international law firm.
