Anthony Hobley

Anthony Hobley is the Deputy Chair for Climate Risk & Resilience at Howden Group and a High-Level Champions Enabling Insurance Breakthrough leader, advocating for the role of insurance in supporting a just and resilient climate transition. In his work with the Enabling Insurance Breakthrough initiative, he champions innovative insurance solutions to de-risk investments in climate resilience and adaptation, supporting global efforts toward sustainable development.

Previously, Anthony served as the CEO of the Carbon Tracker Initiative (2014–2019), where he led groundbreaking research on the financial risks of fossil fuel investments. He also played a pivotal role in designing the UK’s pilot emissions trading scheme and contributed to the development of the EU Emissions Trading System (EU ETS). Throughout his career, he has advised banks, corporations, and public entities on carbon markets and environmental strategies.

Anthony holds a First-Class Honours Degree in Chemistry and Physics from the University of Plymouth and an LLM in International Environmental Law from University College London. Known for his strategic and collaborative approach, he has built impactful partnerships across sectors and serves as a board member for multiple environmental organizations, with a strong presence in the global climate dialogue.
