SUMMARY:NDCs 3.0 and the role of civil society
DESCRIPTION:The third generation of Nationally Determined Contributions (NDCs) is imperative to keep 1.5°C within reach. As the first Global Stocktake (GST) has demonstrated\, countries collectively fall well short of the necessary ambition level. But what are essential elements of robust NDCs 3.0 and how can the GST practically inform their development process? It is clear that civil society engagement is key for ambitious climate goals. Participatory and inclusive processes improve the quality of politics and translate between international and local levels. To this extend the event will discuss the role of civil society organisations in the NDC process\, highlight “best practice” examples and the challenges they face. \n\n\nSprecher: Elisa Oezbek\, Anna Bohushenko\, Syaharani (Rani)\, Fernanda Carvalho\, Petter Lydén\, Celia Zoe Wicher

SUMMARY:Green Guarantee Group - Unlocking private capital at scale for the green transition in EMDE
DESCRIPTION:There is an urgent need to secure additional\, predictable\, and adequate financial resources at scale to support the green transition. A large part of existing liquidity in global financial markets could and should be made available to support the green transition. In this context\, guarantees are an important\, but yet underused tool for mobilising private capital for green investments. The landscape of guarantee instruments and involved actors is fragmented and their role in financing the green transition is still marginal. This is where the Green Guarantee Group (GGG) comes in.\nThe GGG seeks to address existing gaps in current climate investment flows by focusing on the potential of guarantees. The Group aims to create a more comprehensive understanding of the existing types of mechanisms and how to better leverage them. The GGG recognized that amongst other barriers coordination and standardization are two important factors. This is why the event will gather experts to dive deeper into the potential of aligning forces\, while focusing on addressing the challenges and opportunities associated with mobilising finance for the green transition in emerging markets and developing economies (EMDE).\n\nSprecher: Lars-Hendrik Röller\, Katie Gallus\, Barbara Buchner\, Anna Lührmann\, Ivan Oliveira\, Olga Sclovscaia\, Anthony Hobley\, Nabil Moura Kadri

SUMMARY:How to make it “just”: On the way to pricing carbon around the globe
DESCRIPTION:Carbon pricing instruments play an increasingly important role for reaching national and international climate objectives. In low- and middle-income (LMICs) economies\, they are also seen as promising tools for mobilizing domestic resources. Properly designed carbon pricing can generate substantial revenue\, expanding the tax base and funding sustainable development. These resources can be used to support the transition to a low-carbon economy through investments in renewable energy and energy efficiency. \nHowever\, the success of carbon pricing depends on carefully tailoring it to country-specific contexts. The introduction of carbon pricing often raises several concerns\, including distributional impacts\, competitiveness\, and emissions leakage. In developing and emerging economies\, it is furthermore crucial that carbon pricing does not interfere with achieving other sustainable development goals. Therefore\, the introduction of carbon pricing policies must be tailored to local economic and institutional contexts\, taking into accounts factors such as institutional constraints\, limited infrastructure\, and informal economies. \nThis event seeks to highlight the opportunities\, challenges\, associated risk mitigation strategies and good practices of carbon pricing instruments in developing and emerging economies from the perspective of policy makers and academia of the Global North and the Global South. This panel will explore and reflect concrete solutions on the following key questions: \n•	How can carbon pricing instruments be effective in developing and emerging countries for mobilising domestic resources for climate action? \n•	What is needed to ensure that distributional effects of various pricing and compensation measures\, including co-benefits and trade-offs with other development goals\, are taken into account? \n•	How can carbon pricing instruments be designed to contribute to a just and equitable transition? \n•	What experience can be drawn from the implementation of effective carbon pricing instruments?\n\n\nSprecher: Jochen Flasbarth\, Gregor Sahler\, Ottmar Edenhofer\, Aisha Humera\, Febrian Alphyanto\, Rachid Tahiri\, Leila Benali

SUMMARY:Distributed Renewable Energy Systems: Ensuring Sustainable and Reliable Energy Supply in Remote Areas and Island Communities through minigrids
DESCRIPTION:Remote areas1 and island states\, including the Small Island Developing States (SIDS)\, face unique energy challenges due to their geographic isolation\, limited infrastructure\, and vulnerability to climate change. Their dependence on imported unsustainable and costly fossil fuels for energy supply such as diesel not only contributes to high energy costs but also increases their vulnerability to global energy market fluctuations. \nAs the world shifts towards renewable energy\, these regions have a unique opportunity to transition to cleaner and more resilient energy systems while moving away from fossil fuels. Mini grids powered by renewable energy are more resilient against negative climate impacts than centralised systems from fossil fuels. However\, achieving reliable and stable energy supply\, also at the decentralised level\, requires addressing several key issues to manage variable energy sources like solar and wind. Technical solutions to ensure grid stability\, like energy storage\, enable higher integration and utilisation of variable renewables. Their rapidly decreasing investment costs make integration of variable renewables more attractive\, also for\nremote areas.\nThis event aims to explore the latest technological and policy developments for the deployment of renewable energy minigrids in remote areas and small island states. Experts from governments\, research\, private sector\, and international cooperation will discuss how demand side management\, innovative storage technologies\, smart grids\, and policy frameworks can help build self-sufficient\, sustainable and reliable energy infrastructures\, ensuring local development\, energy independence and resilience against climate change.\n\n\n\nSprecher: Jochen Flasbarth\, Jeemer Lippwe\, Bill Hare\, Olamide Niyi-Afuye\, Gurbuz Gonul\, Alexander Huppertz\, Katie Gallus\, Crispin d’Auvergne\, Joseph Ng`ang`a

SUMMARY:Designing for Fairness and Affordability in Clean Energy Transitions
DESCRIPTION:As our energy systems undergo the most significant structural transformation of this century\, international stakeholders must seize the opportunity to include those on the margins of the energy economy\, thereby improving lives and well-being around the world. Underlying the implementation of Nationally Determined Contributions (NDCs) with just transitions principles offers a pathway to achieve both climate and social justice goals\, two sides of the same coin. This side event will focus on how governments and international stakeholders can ensure that energy transition strategies\, embedded within NDCs\, are people-centred\, prioritising fairness\, affordability\, and equity in the distribution of both the costs and benefits of energy transitions.\n\nBuilding on the work of the IEA's Global Commission on People-Centred Clean Energy Transitions: Designing for Fairness\, this side event will provide a platform for ministers\, policymakers\, labour leaders\, and civil society representatives to share insights on how just transition principles can be effectively integrated into national climate commitments. It will specifically focus on integrated approach strategies in which NDCs can be aligned with the creation of decent and high-quality jobs\, protect vulnerable communities and households\, and foster inclusive economic growth.\n\nThis discussion will explore some of the following questions: \n\n• How can NDCs be aligned with just transition principles to ensure that clean energy technologies are affordable for all\, particularly low-income and marginalised communities? \n\n• How can NDCs promote tools to support decent work opportunities for communities and workers affected most by energy transitions\, such as just transition plans or local economic diversification programmes? How can NDCs be underpinned by implementation plans addressing these workers’ specific needs to provide pathways for reskilling\, upskilling\, and job transition to the clean energy economy?\n\n• What role does meaningful stakeholder participation play in shaping just transition plans and NDCs respectively in order to promote both energy transitions and social equity? \n\n• Which mechanisms\, including local and regional cooperation and international partnerships\, can support countries with limited fiscal capacity that are facing significant socio-economic challenges in aligning their NDCs with just transition principles?\n\n\n\nSprecher: Judit Carreras\, Jane Cohen\, Boitumelo Molete\, Moustapha Kamal Gueye\, Laurence Tubiana\, Sheila Oparaocha\, Sneha Satish Hegde\, Kira Vinke\, Mariana de Assis Espécie\, Norbert Gorissen\, Yuhan Zheng\, Jennifer Morgan

SUMMARY:Methane Matters: How to apply the climate impact brake
DESCRIPTION:This side event will highlight how targeted CH4 reductions in the relevant sectors can dramatically improve the global outlook for climate\, pollution and health. \nBut we are faced with the difficult task of taking action. Putting methane on the agenda of political decision-makers has been achieved to some extent through the establishment of the GMP. However\, sector-specific regulations\, such as the EU Methane Regulation\, are not enough\, as the other sectors\, in particular agriculture and waste management\, must also make their contribution to methane reduction. \nThere are suitable measures in all sectors that could contribute to methane reduction\, but there is still a lack of a concrete methane reduction target and a guideline on how this reduction could be implemented. As a Global Methane Champion\, Germany can and should lead the way here in order to live up to its claim. \nIn particular\, a methane reduction plan is one option for exerting a targeted influence on the development of methane emissions. We want to discuss how such a plan should be designed so that it can have an impact internally and be seen externally by the EU and other countries as a suitable means of reducing methane emissions. This is the only way to generate pressure on the important issue of methane reduction and significantly reduce methane emissions in relevant sectors by 2030.\n\n•	What can Methane Champions do to lead on the Global Methane Pledge?\n•	How to drive methane emissions reductions across all sectors?\n•	What be done to support global south countries to reach the GMP targets?\n\n\n\n\n\n\n\nSprecher: Jens Hürdler\, Stefan Wenzel\, Julian Schwartzkopff\, Jinsun Roh\, Mark Lawrence\, Michael Ivenso\, Desmond Alugnoa

SUMMARY:Implementing the COP28 Energy Package: African Perspectives and opportunities for SDG7
DESCRIPTION:At COP28 parties concluded to triple renewable energy capacity globally and doubling the global average annual rate of energy efficiency improvements by 2030\; and to transition away from fossil fuels in energy systems\, in a just\, orderly and equitable manner\, accelerating action in this critical decade\, so as to achieve net zero by 2050 in keeping with the science (paragraph 28\, CMA.5\; COP 28 energy package). During the Summit of the Future in September parties reaffirmed these commitments in the Pact for the Future. Simultaneously\, all UN Member States must deliver on their 2030 Agenda for Sustainable Development with the 17 Sustainable Development Goals (SDGs) at its center. In the context of the COP 28 energy package\, SDG 7 of ensuring access to affordable\, reliable\, sustainable and modern energy for all by 2030 is of particular relevance. \n\nWith just about 5 years until 2030\, the urgency for profound and decisive action is clearer than ever. The world is still far from reaching both agreements - the COP 28 energy package and the SDGs. Still to this date\, nearly half of the continent‘s population lives without access to electricity\, forced to rely on traditional biomass for cooking and heating\, with severe consequences for health and well-being. At the same time\, around 60% of the world's best solar sites are located on the African continent. How can a continent so rich in renewable energy potential be left behind in the global energy transition? The answer lies in investment. Africa has so far been sidelined\, representing 20% of the world’s population\, yet receiving only 2% of global investment in renewable energy. This disconnect highlights a glaring injustice: while Africa has the resources and potential to lead the world in renewable energy\, it remains on the margins of the global energy revolution. Africa should be at the forefront of efforts to meet the global collective goals outlined in the GST and its associated COP28 energy package. \n\nTo this end\, we must seek levers and enablers to ensure that our joint goals for global energy access and transition will be implemented everywhere in the world without leaving anyone behind. The side-event aims to discuss pathways towards ramping up renewable energy capacity and fossil fuel independence on the African Continent\, while ensuring universal access to energy for all Africans.\n\n\nSprecher: Fadhel Kaboub\, Natalie Mangondo\, Catherine Abreu\, Laetitia HEMA\, Tendai Makanza\, Karabo Mokgonyana\, Madeleine Alisa Wörner\, Petter Lydén\, Heike Henn\, Kerstin Opfer\, Dean Bhekumuzi\, Laura Schäfer\, Samira Ally\, Fatuma Hussein\, Jochen Flasbarth\, Saada Mohamed Sala

SUMMARY:Strengthening the resilience of coastal communities: How people\, nature and climate benefit from mosaic spatial planning and co-designed management of coastal ecosystems
DESCRIPTION:Carbon-rich coastal ecosystems such as mangrove forests\, saltmarshes and seagrass meadows offer humankind various services. They protect our coastlines\, act as biodiversity hotspots\, provide food for millions of people\, offer health benefits\, and remove CO2 from the atmosphere. They are also vital for climate change adaptation\, increase the resilience of coastal communities\, and help stop further losses in marine biodiversity.\n\nConserving\, restoring\, and sustainably managing these carbon-rich coastal ecosystems requires long-term strategies and integrated thinking on conservation and sustainable use. A multifunctional mosaic of land and ocean uses can serve as a guiding concept. Furthermore\, conservation and restoration activities should be co-designed with local communities\, putting their needs at the center in times of drastic change. \n\nCombining mosaic spatial planning and ecosystem co-design to increase coastal resilience requires knowledge\, tools\, money and cooperation on all levels of governance. In this solution-oriented event\, we will discuss successful strategies\, tools and best practices. We will showcase lessons learned and project outcomes to motivate broader action and highlight the urgently needed synergies for climate\, biodiversity\, and human well-being in coastal regions and beyond. \n\n\n\nSprecher: Hans-Otto Pörtner\, Martin Zimmer\, Daniel Murdiyarso\, Lipika Sharma\, Katherine Leitzell\, Eva Kracht

SUMMARY:Plastic pathways to INC-5: ending pollution and reducing climate emissions
DESCRIPTION:As the global community prepares for INC-5 (the fifth session of the Intergovernmental Negotiating Committee) to negotiate a legally binding international plastics treaty\, increasing resource efficiency (RE) and promoting the circular economy (CE) are becoming more and more important. This side event aims to highlight the potential of RE and CE measures to reduce the environmental—and more specifically\, climate—impact of plastics throughout their entire life cycle. The outcomes of COP27 and COP28 have already underlined the importance of these strategies\, particularly in relation to greenhouse gas (GHG) reduction and mitigation strategies.\nPlastics are a major contributor to global GHG emissions\, emitting significant amounts of CO₂ during their production\, use and disposal. It is estimated that the production and incineration of plastics alone will emit approximately 3 gigatons of CO₂ per year by 2050 if current trends continue. This alarming projection reinforces the urgency of a transformation of the plastics industry through improved RE and CE practices. Shifting to sustainable and closed-loop production and consumption patterns can significantly reduce reliance on energy-intensive and fossil-based primary raw materials.\n\nThis event will serve as a critical platform not only for discussing the scientific and policy aspects of RE and CE in plastics value chains\, but also for sending strong\, impactful messages towards INC-5. Organised by BMUV\, the event aims to foster collaboration between relevant stakeholders and catalyse stronger global commitments and more robust frameworks for addressing the challenges posed by plastic pollution and its contribution to climate change.\n\nThis COP29 side event will continue the path taken by the German government and provide a valuable platform to convey key messages towards INC-5. It aims to enhance the impact on international policy and to contribute to the development of new nationally determined contributions (NDCs) that align policies on circularity\, resources and climate more closely.\n\n\nSprecher: Katie Gallus\, Steffi Lemke\, Zhu Bing\, Janez Potočnik\, Alexander Bonde\, Nikki Reisch\, Zhu Liyang\, Yao Xin\, Martin Vogt\, Eva Kracht

SUMMARY:Nature-based solutions and ecosystem restoration for effective climate change adaptation and mitigation - the case of integrated water management
DESCRIPTION:The triple planetary crisis of climate change\, pollution and biodiversity loss affects ecosystems heavily\, which are at the same time serving as effective terrestrial carbon reservoirs and are playing an important part in building our resilience to climate change in the face of recurring droughts\, heavy rain and floods. The integrated management of water in general\, and freshwater ecosystems in particular\, are of outstanding importance for nature-based climate action in the field of adaptation and mitigation. To achieve our global climate and biodiversity targets\, the potential of freshwater ecosystems must be fully leveraged and understood as key for climate resilience and adaptation. We need to prioritize climate-resilient water management and to scale new and innovative\, cross-sectoral solutions to harness the powerful potential of nature. \n\nFollowing a high-level input from German Environment Minister Steffi Lemke\, an expert panel will discuss how we can scale both nature restoration and nature-based climate change adaptation and mitigation\, to harness much needed synergies. The role of water and freshwater ecosystems for climate action will be highlighted throughout the event as one key variable for the health of ecosystems as well as for adaptation and mitigation needs and approaches.\n\n\nSprecher: Katie Gallus\, Steffi Lemke\, Ulf Jaeckel\, Verónica Ruiz\, Ingrid Timboe\, Maria del Pilar Cornejo de Grunauer

SUMMARY:Beyond the Enhanced Lima Work Programme and the Gender Action Plan: What does gender-transformative climate action truly look like?
DESCRIPTION:The climate crisis exists in an unequal world: Women\, girls and gender-diverse people - particularly Black\, Indigenous and People of Color - are disproportionately impacted by the climate crisis\, while driving the solutions for climate justice. Therefore\, the climate crisis must be approached from an intersectional feminist perspective.\n\nThis interactive side event in the second week of COP29 will analyze the course of negotiations\, results and implications regarding the final review of the implementation of the enhanced Lima work programme and its Gender Action Plan. This will be done through an international exchange involving feminist climate justice activists and National Gender and Climate Change Focal Points from different regions. The idea is to discuss both contentious issues and opportunities\, while providing countries like Germany the chance to learn from others that have long-standing National Gender and Climate Change Focal Points and National Gender Action Plans. \n\nhttps://forms.gle/odZTsUjzKUw3GrANA\n

SUMMARY:Healthy soils\, healthy food - Leveraging soil health and forgotten foods for mitigation and locally-led adaptation
DESCRIPTION:As climate change continues to threaten global food systems\, soil health and the cultivation of resilient\, forgotten foods offer promising pathways to mitigate climate impacts and strengthen locally-led adaptation. Healthy soils not only improve agricultural productivity but also act as vital carbon sinks\, playing a crucial role in climate mitigation. Furthermore\, forgotten foods—often climate-resilient indigenous crops—present untapped potential to diversify food systems\, enhance food and nutrition security\, and build resilience in vulnerable communities. \n\nThis panel seeks to explore how restoring soil health and promoting forgotten crops can contribute to both climate mitigation and adaptation\, particularly in regions most impacted by climate change. By focusing on locally-led initiatives\, the panel will highlight the importance of engaging communities in sustainable agricultural practices\, building resilient food systems\, and integrating soil and crop diversity into climate strategies. \n\nSprecher: Carina Rolly\, Alvin Munyasia\, Mirirai Tembo\, Oliver Oliveros\, Nivedita Varshneya
